The ADA requires new construction and alteration built since 1/26/93 to be accessible. New England has many older buildings. Businesses (such as restaurants and stores) that were built prior to 1/26/93 are required to remove architectural barriers, including communication barriers that are structural in nature, where such removal is readily achievable, i.e., easily accomplishable and able to be carried out without much difficulty or expense. This is an ongoing obligation. As you said, businesses and landlords have had 22 years to figure this out. We sympathize with your frustration.
